Subira

Progressive Life Center's (PLC) scattered site semi-independent living program provi des eligible referred and assessed youth 18-21 years of age by the Washington, DC. Department of Youth Rehabilitation Services (DYRS) the skills to: "move out and make it." The Subira (Patience Rewarded) program's current youth residents comprise of committed DC youth currently on their way out from detention facilities or stepping down from the juvenile justice system. Subira provides independent living programming to both female and male youth for a period of up to 18 months or age 21 whichever comes first. All Subira youth are in some phase of aging or transitioning out of juvenile justice or foster care, thus services are provided with a high level of support common to youth from intact families. The aforementioned services are facilitated while the youth are learning how to become an independent citizen capable of maintaining a home-like environment and supporting themselves.

The Subira program is assisted in its youth service delivery by collaborating with vendors dedicated to youth development. Two vendors who collaborate with the Subira program are the Jobs Coalition Pathways program (Reverend Anthony Motley-Consultant) and Planned Parenthood of Metropolitan Washington, DC. Twice a month Reverend Anthony Motley collaborates with the Subira program providing program youth employment referrals, exposure to social/cultural activities/events, and group life kills education. Planned Parenthood has provided workshops on topics ranging from HIV/AIDS; Sexual Harassment; Sexually Transmitted Infections; and Relationships/ Power Dynamics.

All youth have daily contact / interaction with staff, but the level of supervision will vary according to which programmatic step-up phase (I, II, & III.) the youth's in, the youth's level of resource / family engagement and or the presence of other Subira program sanctioned caring adults. There will be a minimum of four site visits per week by staff to each youth's apartment. Staff visits will be both announced and unannounced. Each youth will have to sign and be held to a "Statement of Commitment" contract that outlines his/her responsibilities including: productive activity (work, school or training), curfews, housekeeping responsibilities, and to the prohibition of overnight guests etc. Also each youth is required to be apprised (read & sign) of the Subira "Program Discharge / Termination Order" which outlines what is and is not due to eligible youth upon either their successful discharge or early termination from the program.
